Public Enterprise Macedonian Railways Infrastructure (PERI) hereinafter referred to as the Purchaser, intends using part of the donor funds provided to the European Bank for Reconstruction and Development (the Bank) under the Japan-Europe Cooperation Fund towards the cost of the upgrading of software and licenses Project for PERI.
The Purchaser now invites sealed tenders from qualified suppliers for the following contract to be funded from part of the proceeds of the loan:
a) The subject of the procurement is provision of a software for timetabling and track access charging according contents, characteristics and conditions presented in accompanied tender documents
b) The successful Tenderer will be responsible for supply, delivery, commissioning and all necessary factories and on-site installation and testing required, prior to acceptance by the Purchaser.
Tendering for contracts to be financed with technical cooperation funds from the Japan-Europe Cooperation Fund is open to firms from any country.
The technical cooperation funds will not be used for payments to persons or entities or for any import of goods, if such a payment or import is prohibited by a decision of United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
The Tenderer, including manufacturers of the goods and suppliers of the services, as appropriate, shall have the financial, technical and production capability and capacity necessary to perform the Contract in a timely manner.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
a) The Tenderer shall submit evidence to as a proof of its professional capacity of a minimum of 3 number of contracts similar in scope, nature, complexity and size performed in the past 5 years in a capacity of Supplier or member of JV/Consortium;
b) The Tenderer shall submit evidence of its or its agent's ability, as appropriate, to carry out the supplier's maintenance obligations specified in these tender documents;
c) Tenderers who apply must have an average annual turnover over the last 3 years of at least EUR 300.000. The audited balance sheets for the last 3 years shall be submitted with the Tender and must demonstrate the soundness of the Tenderers financial position.
All the required information shall be submitted in the tender as original documents or copies certified not later than six months from the day of their issuance.
